Any animal whose height measured at the withers does not exceed 14 hands and two inches (58 inches) is considered a pony. Certain small breeds of horses, Arabian and Quarter horses, are considered horses, but they may be under the designated height. Polo ponies and cowponies may exceed 58 inches. There are a lot of recognized breeds of ponies.
