Beagle Puppy's aggression

I have a male Beagle, 11 weeks old as of 07/07/05. He has begun to show a little bit of aggression or "out-of-control" behavior when I attempt to train him not to bite or when I pick him up from being outside and it is time to come into the house; it is almost as if he is having a child-like "temper tamtrum" when he does'nt get his way!!! I'm wondering if I'm going to have a mean older dog on my hands soon. Is this normal puppy behavior for a Beagle in training???
